The District of Columbia Sentencing Commission published the 2008 edition of the Practice Manual for the District of Columbia Voluntary Sentencing Guidelines, which replaces the 2007 Practice Manual. The 2008 Practice Manual should be used for all pleas or verdicts on and after November 1, 2008, unless the parties agree to use the version in effect at the time of sentencing. The substantive changes to this edition of the Practice Manual are listed in Appendix J. The Commission expects that the next edition of the Manual will be published in early January 2010.
